About the New York Lottery
The New York Lottery was established in 1967 as the second state-run lottery in the U.S., following New Hampshire. Created by a 1966 constitutional amendment, its mission remains to generate revenue for public education.
Key Historical Milestones
1967: Launched as a raffle-style game with the slogan Your Chance of a Lifetime to Help Education.
1978: Introduced Lotto, its first successful pick-six game.
1980: Began the computerized era with the daily Numbers game, aimed at curbing illegal street lotteries.
2002: Joined Mega Millions, followed by Powerball in 2010.
2013: Merged with the Racing and Wagering Board to form the New York State Gaming Commission.
2026: A new multi-state annuity game, Millionaire for Life, is scheduled to replace Cash4Life and Lucky for Life on February 22, 2026.

Non-Residents
- If you are a U.S. citizen or resident alien with a Social Security number, the IRS requires the New York Lottery to withhold 24% federal withholding tax on prizes over $5,000.
- New York State withholds 10.9% state tax on prizes over $5,000.
- If you live in New York City, an additional local tax of 3.876% may apply.
- If you live in Yonkers, an additional local tax of approximately 1.82757% may apply.
- If you are a non-U.S. resident or do not have a Social Security number, the IRS requires 30% federal withholding tax on prizes of $600 or more.
- The IRS requires the New York Lottery to report all winnings of $600 and above.
- All lottery winnings are considered ordinary taxable income.
